NEW UPDATE FOR THE STUDY ABROAD CONSULTING INDUSTRY FROM 1 JULY 2026
A significant legal change is attracting attention from education businesses and study abroad consulting organizations:
Under the new regulations, starting from 1 July 2026, the business activity of study abroad consulting services will no longer be classified as a conditional business sector.
This means:
Businesses will no longer be required to obtain a Study Abroad Consulting Service License as previously required;
Entering and operating in the study abroad consulting market will become easier;
Organizations and companies will have more opportunities to develop international education services.
However, the removal of licensing requirements does not mean the removal of professional responsibilities.
Study abroad consulting providers must still ensure:
Accurate and transparent information about schools, programs, and study opportunities;
Professional consulting processes;
Protection of students’ and families’ interests;
Compliance with relevant regulations on business operations, advertising, and consumer protection.
As the international education market becomes increasingly competitive, success will depend not only on legal requirements but also on trust, expertise, and service quality.
